Surgical healthcare has long been the missed pillar in the global health agenda, often overshadowed by a variety of healthcare initiatives. However, as the global push for Universal Health Coverage (UHC) by 2030 accelerates, the importance of safe, timely, and affordable surgical care is gaining recognition. Despite progress in strengthening health systems worldwide, surgical healthcare remains under prioritized, leading to inequities in access, financial hardships, and preventable deaths (Biccard et al., 2020; Shrime et al., 2021).

Recognizing these challenges, the Seventy-seventh World Health Assembly (WHA77) adopted a decision requesting the Director-General’s support to develop a global strategy and action plan for integrated emergency, critical, and operative (ECO) care services for 2026-2035. This effort aligns with Resolution WHA 76.2, reinforcing the role of ECO services as a crucial component of UHC and strengthening global efforts to ensure access to surgical care in routine and emergency settings. The strategy aims to catalyze coordinated action to enable universal access to needed surgical services for all, further embedding surgical healthcare into global health policy frameworks.
